Like the nearly 28 million people who received a new driver’s license last year, she also had to sit through a class on how to become a “safe and civilized driver.” The class and a mandatory test on the subject are all part of the government’s effort to nip the problems of bad drivers and road rage in the bud, as the authorities tighten traffic rules and increase penalties for violators. “Offensive driving caused by road rage is a severe violation of law that disrupts traffic order and endangers safety,” said the Ministry of Public Security in a statement after the Chengdu incident. “Drivers should consciously overcome their road rage.” Traffic police departments in cities like Beijing even produce nightly television shows that air on local channels, highlighting the potentially deadly consequences of road rage through footage of horrific accidents. For now, the law of the jungle—anything goes—still seems to rule the streets of China, with millions of new cars and new drivers hitting the road every year that may add to the chaos, anger and danger.

That is one conclusion from an annual OECD survey, Education at a Glance. The population is becoming better educated, which can only be a positive trend, and the percentage of women taking science and technology courses is among the highest in the world. Encouragingly, many, many young New Zealander are enrolled in some form of education. New Zealand continues to invest heavily in education. For the past few years public expenditure across all levels of education has been around 19 per cent of total government spending. The OECD average has been around 11 per cent. The country's education system reaches a significant number of youngsters at the start of their lives. Some 65 per cent of 2 year olds are enrolled in early childhood centres, compared to the OECD average of 54 per cent. By the following year, enrolment jumps to 89 per cent, against the OECD figure of 78 per cent. A success story has emerged at the secondary level. The share of the population aged 25 to 34 who did not complete their senior school years fell dramatically from 31 per cent in 2000 to 16 per cent last year, the OECD average. At the tertiary level, New Zealand students are more likely than the OECD average to choose natural sciences, mathematics and statistics (10 per cent of all tertiary entrants, compared to 6 per cent across the OECD) but the opposite is true for engineering, manufacturing and construction (8 per cent and 16 per cent respectively). But the picture is not all rosy. Tertiary students in New Zealand pay the seventh-highest fees in the developed world. For undergraduates taking bachelor degree courses, that worked out to $5927 in average fees in 2015-16. When students graduate, they do not fare as well financially as qualified students in other countries. And men, on this analysis, fare much better than women. The New Zealand education system relies heavily on the financial input of international students. In 2015, 21 per cent of all students were in this category, the highest in the OECD. One quarter of all bachelor's degree students were from overseas. At the tertiary level, another recent report suggested that New Zealand universities are slipping off the pace. Global rankings calculated by the Times Higher Education survey showed that the University of Auckland was at risk of falling out of a list of the top 200 institutions in the world. It was placed 192 in the survey, having fallen from 165th place. The trend is important in the education sector because fee-paying students will be drawn to institutions with the best reputations. This produces revenue for the universities, which lets them attract and retain quality academic staff who in turn deliver research and teaching performance. Tertiary students faced with paying high fees to institutions whose ranking is heading south may well be persuaded to look elsewhere. This part of the education report card needs improvement.

Fisher Funds: Man Will Always Beat Machine By Carmel Fisher Artificial intelligence revolution will not be as doom and gloom as some experts maintain. The concept of robots and artificial intelligence (AI) taking our jobs and leaving humankind with nothing to do is confronting. Because many reports about AI-empowered robots are written by analytical people who quote statistics and timeframes beyond our imagination, I suspect few of us have heeded their claims. A World Economic Forum article entitled This is when a robot is going to take your job caught my attention. It discussed the findings of a survey conducted by the University of Oxford's Future of Humanity Institute. More than 350 AI academics and industry experts from around the world were asked when they thought intelligent machines would out-perform humans at a variety of tasks and occupations and when they would be superior at all tasks. In the next decade, the respondents expected AI to out-perform humans in tasks such as translating languages (by 2024), writing high-school essays (by 2026) and driving a truck (by 2027). Robots were expected to take longer to perform better than humans in retail (by 2031), writing a bestselling book (by 2049) and working as a surgeon (by 2053). Tasks most likely to be dominated by AI in the short term included assembling Lego, transcribing speech and folding laundry (yay!). Ironically, the respondents suggested machines would take nearly 100 years to out-perform humans in the job of AI researcher - and the experts believed all jobs would be fully automated in the next 120 years. While some of the findings sounded scary, I was comforted by the arguments of several AI sceptics who suggest the AI revolution won't be nearly as quick or as disruptive as predicted. We can learn a lot by looking at the technology revolution that has been in place for a couple of decades. The explosion of information technology was supposedly likely to put many jobs at risk - ATMs would replace bank tellers, online learning would displace most teachers and digital diagnostic tools were set to make many doctors superfluous. Yet we still have plenty of bank tellers - arguably more than 20 years ago - and online teaching hasn't dented the demand for teachers. As for digital diagnostic tools, while we may type our symptoms into Doctor Google, most people still visit their doctor to find out what's really wrong. AI, like technology, might be smart (it is human intelligence, after all) but it is not sociable; people want to interact with other people. So even when IT made it cost-effective to replace people with computers, businesses simply moved people to other jobs alongside the computers. Rather than AI taking our jobs, perhaps humans will simply move to other jobs alongside the robots. American journalist Ezra Klein says: "As technology drives people out of the most necessary jobs, we invent less necessary jobs that we nevertheless imbue with profound meaning and economic value. When AI comes, humans will find things other humans want them to do and they'll decide those things have value. We're good at that." Klein notes that, in the last few hundred years, the industrial revolution saw machines take over the hard jobs that humans had previously undertaken - like the production of food and collection of water. These jobs were replaced by new ones that humans thought necessary—like psychologists, customer service representatives and wedding planners... We can relax. Robots might take our jobs but we'll get new ones, albeit not as important or valuable as the jobs we lost.

Writing Gap between Girls and Boys Widens to New Record Huge gaps between boys and girls, and among New Zealand's main ethnic groups, show no sign of closing in the latest data on primary school literacy and numeracy. Boys have dropped further behind girls in both reading and writing in the data on the numbers reaching national standards for their year level. The gap is widest in writing, where the proportion of girls achieving the standards was unchanged at 79.4 per cent, but boys reaching the standard fell slightly from 63.9 per cent in 2015 to 63.4 per cent in 2016. The 16 per cent gap between girls and boys in writing is now wider than it has ever been since national standards were introduced in 2010. However, boys have almost caught up with girls in mathematics, climbing from 74.8 per cent achieving standard in 2015 to 75 per cent last year, a slither behind girls on 75.9 per cent. Overall the data shows very slight declines in the numbers of all primary and intermediate students achieving all three standards: down from 78 per cent in 2015 to 77.8 per cent in reading, from 71.4 per cent to 71.2 per cent in writing, and from 75.5 per cent to 75.4 per cent in maths. Achievement rates in all three subjects are still well below a target, fixed by former Education Minister Hekia Parata in 2013, of 85 per cent of students achieving the standards by 2017. The target was re-set in May this year at 80 per cent of Year 8 students achieving the standards in writing and maths by 2021. The latest data shows that only 69.2 per cent of Year 8 students achieved the standards in writing, and 70.3 per cent in maths. Year 8 achievement in both subjects was up slightly from 2015, but the data has varied considerably over the years. National standards judgments are still believed to be unreliable between schools because they are based on "overall teacher judgments" of each student's performance, rather than standardized tests. However, the gender and ethnic gaps may be more reliable because each school can be expected to apply the same judgments to all its students regardless of their gender or ethnicity. Education Minister Nikki Kaye said the standards had proved "an invaluable mechanism for targeting extra help to children who need it". "But too many of our students are still not achieving in the key areas of maths and writing, the two core skills that open up a world of possibilities right across the curriculum," she said. "The data also tells us that achievement levels in those subjects are decreasing between Years 4 and 8." However, Professor Martin Thrupp, who has written a new book on national standards, has pointed out that the Year 8 maths standard was deliberately set above the average achievement levels of Year 8 students because of a perceived need to lift achievement levels. Kaye issued an 11-page Result Action Plan to achieve the new 80 per cent target for Year 8 students in writing and maths by 2021. Ethnically, the data show a slight narrowing of the gap between European and Pasifika students from 19.7 percentage points in 2013 to 18.2 points in 2016 in reading, from 18.7 to 16.6 points in writing, and from 18.9 to 18.1 points in maths. But the gap between European and Māori students has been unchanged at between 15.2 and 15.7 points in every subject in every year since 2013.
